I use waifu2x extension made by AaronFeng on github. The software is so simple that you don't need a video. You just search waifu2x extension, clic on the first result (github aaron feng), click on download the "latest stable build", then you extract the downloaded file, and open the app by clicking on "waifu gui start", once waifu2x extension is opened : click on "Browse and add file" to add your video, then you click on "setting presets" and choose "2D anime - enlarge only - ultra quality", then enter you
